Docket No. AD26-8-000. The annual conference will discuss policy issues related to the reliability and security of the Bulk-Power System. Panel 1, “The State of Reliability in a Changing Energy Landscape - Operational Challenges of Integrating Large Loads in Evolving System Dynamics,” addresses data centers, artificial intelligence compute campuses, industrialization, inverter-based resources, reserve margins, inertia, protection systems, fuel supply, disturbance response, cybersecurity, and physical security. Discussion topics include modeling large energy-intensive loads, advanced grid-support functions for battery energy storage systems, declining system inertia, behind-the-meter and front-of-meter gas-fired generation, and secure fuel supplies for high-load-factor data centers. Panel 2, “Reliability in the West Under Drought Conditions,” examines drought, declining snowpack, reservoir elevations, hydropower availability, resource adequacy, hydrological modeling, cross-sector coordination, water rights holders, tribal nations, municipal utilities, agricultural users, large industrial loads, and coordination between grid operators and water authorities.
