A policy conference based on ITIF’s 18-month research effort on national power industries and China’s techno-economic-trade challenge. The agenda examines China’s industrial scale and competitiveness; emerging techno-industrial threats in biopharmaceuticals, commercial aviation, robotics, and other advanced industries; political barriers to long-term domestic investment; and the case for national economic power capitalism. Sessions address structural reforms to U.S. science and innovation funding; strategic trade partnerships involving joint R&D, coordinated export and import controls, and commercial intelligence sharing; an institutional framework for national techno-economic and trade policy; and lessons from post-1948 U.S. mobilization for building a durable national techno-economic strategy. Additional themes include federal R&D decision-making, research security, technical standards, strategic industry measurement, congressional and White House coordination, and a lead agency for national strategy.
