About
Public rulemaking hearing on NMED’s petition for the Environmental Improvement Board to adopt proposed new rule 20.2.51 NMAC, Methane Abatement. The proposal would establish a state-level methane super-emitter program modeled on the federal program, including third-party notifier certification, remote methane-sensing technologies, source investigations, leak repairs, and event reporting. It would also require process-controller designated facilities at gathering and boosting stations, natural gas processing plants, tank batteries, transmission compressor stations, and well sites to meet zero-methane-emission requirements, with provisions for closed-vent systems, inspections, repairs, and annual reporting. The hearing is open to the public and allows technical testimony, entries of appearance, general public comment, and cross-examination.
